Our experience over the past three years tells us that the cause, effects and impact of homelessness, poverty and social exclusion evolve quickly, often driven by things out of our sphere of direct influence and control. - Sufficient flex to respond to emerging opportunities and problems, with the requisite capacity to allow for delivery and development of the plan.
